Patient Rights Charter

Every patient holds inherent dignity and value as a human being, and is entitled to the following rights, along with the corresponding responsibilities and duties, in pursuit of a healthy life.

Patient Rights

  • 01.The life of every patient shall be respected, and they shall have the right to receive the best possible care.
  • 02.Patients shall not be discriminated against on the basis of poverty or any other reason.
  • 03.Patients have the right to receive adequate explanations regarding their condition and to make informed decisions about treatment.
  • 04.Patients have the right to confidentiality of medical information.
  • 05.Patients have the right to physical safety from any hazards within the hospital.

Patient Responsibilities and Duties

  • 01.Patients shall provide accurate and complete medical information to clinicians.
  • 02.Patients shall respect the treatment plan presented by clinicians.
  • 03.Patients shall observe public order in the hospital and be considerate of other patients.

Terms of Service

Chapter 1. General Provisions

Article 1 (Purpose)

These Terms set forth the conditions and procedures for the use of services provided by JC Bitsomang Eye Clinic, as well as the rights, duties, and responsibilities of the Clinic and its users.

Article 2 (Effect and Modification of the Terms)

(1) These Terms take effect upon being announced to users. (2) JC Bitsomang Eye Clinic may amend these Terms in cases of changed circumstances or material business reasons. Amended Terms take effect in the same manner as set forth in the preceding paragraph.

Article 3 (Matters Outside These Terms)

Matters not specified in these Terms shall be governed by relevant laws and regulations.

Chapter 2. Membership and Use of Service

Article 1 (Definition of Member)

A 'Member' is an individual recognized as eligible by JC Bitsomang Eye Clinic, who has agreed to these Terms, completed the membership form, and been issued an ID and password.

Article 2 (Establishment of Membership)

(1) Membership is established by the user's application, the Clinic's acceptance, and the user's agreement to these Terms. (2) Applicants must provide the personal information requested by the Clinic. (3) Upon acceptance, the Clinic notifies the user of the assigned ID and any other information deemed necessary. (4) The ID entered at sign-up cannot be changed, and only one ID is issued per person. (5) The Clinic may decline applications in any of the following cases: a. Application made under another person's name b. Application not made under the applicant's real name c. False information in the application d. Application made for the purpose of disturbing public order or good morals

Article 3 (Service Use and Restrictions)

(1) The Service is, in principle, available 24 hours a day, year-round, except where business or technical issues prevent it. (2) Service hours under the preceding paragraph may be restricted with prior notice to members for system maintenance or other necessary reasons. (3) Online consultations may not be available 24 hours a day depending on the personal circumstances of the responding specialist.

Article 4 (Service Fees)

(1) The Service is free of charge for all registered members. (2) Should the Clinic decide to charge for the Service, it shall publicly announce the timing, policy, and fees in advance.

Chapter 3. Withdrawal, Re-registration, and Use Restrictions

Article 1 (Withdrawal)

(1) A member who wishes to withdraw shall personally request termination via email to the operator. (2) The request must include the member's name, identification information required for verification, ID, phone number, and reason for termination. Membership is terminated after verification against the registration record. (3) Withdrawal is confirmed when the existing ID and password no longer permit login.

Article 2 (Re-registration)

(1) A user who has withdrawn under Article 1 may request re-registration by emailing the operator personally. (2) The request must include the member's name, resident registration number, ID, and phone number to be processed. (3) Re-registration is confirmed when login with the existing ID and password succeeds.

Article 3 (Restrictions on Use)

JC Bitsomang Eye Clinic may terminate the agreement without prior notice or suspend service for a defined period if a member engages in any of the following: (1) Acts contrary to public order and good morals (2) Involvement in criminal activity (3) Use planned or executed for the purpose of harming national interest or public welfare (4) Misuse of another person's ID and password (5) Damaging the reputation of others or causing disadvantage (6) Duplicate registration by the same user under different IDs (7) Acts harmful to the Service or that impair healthy use (8) Other violations of relevant laws or terms set by the Clinic

Chapter 4. Limitation of Liability

Article 1 (Online Consultation)

(1) JC Bitsomang Eye Clinic strives to maintain security so that consultation content is not disclosed to third parties other than the consulting physician and service administrator. The Clinic, however, bears no responsibility for disclosure or loss of consultation content in the following cases: a. Consultation content disclosed due to the user's careless leak of their password b. Consultation deleted by the user via the 'delete' function c. Disclosure or loss caused by force majeure or circumstances beyond the Clinic's control (2) Attending physicians and specialists across departments may reference consultation content and replies in order to provide a comprehensive and appropriate response. (3) Consultations conducted via the Service may be used for the following purposes after personal information is removed: a. Academic activities b. Authoring of printed materials, CD-ROMs, and similar works c. Portions of service content such as FAQs and recommended consultations (4) Replies are subjective opinions based on each specialist's medical knowledge and do not represent the official view of the Clinic. (5) Online consultation may be partially or wholly declined in the following cases: a. Repeated requests for the same consultation b. Use of expressions outside common decency c. Requests for diagnosis names d. Requests regarding treatment fees, examination fees, or medication prices

Article 2 (Information Service)

(1) Information provided through the Service is general in nature and offered for informational purposes only. It is in no way a substitute for medical diagnosis. If you have any concern about your health, you must consult a qualified physician for proper diagnosis. Under no circumstances should the information lead you to disregard a physician's diagnosis or delay seeking diagnosis, care, or treatment. (2) The Clinic does not recommend any specific test, product, or treatment mentioned in the Service. All opinions expressed are those of the responding consultant. The Clinic bears no responsibility for any document or consultation content provided through the Service. (3) Acceptance of information, opinions of participating specialists, or comments from other users or visitors is entirely at the user's own discretion. Accordingly, the Clinic bears no responsibility for any damage, injury, or other disadvantage arising from the use of any product, information, idea, or instruction provided to the member.

Chapter 5. Duties

Article 1 (Duties of the Company)

(1) Save for special circumstances, JC Bitsomang Eye Clinic shall ensure members can use the Service. (2) The Clinic has the duty to provide the Service continuously and stably as set forth in these Terms. (3) Opinions raised by members through proper procedures shall be processed appropriately, and members shall be informed of the reason and schedule when processing requires time.

Article 2 (Duty to Protect Member Information)

(1) Members are fully responsible for the management of their ID and password. (2) Members consent to receiving service-related emails as part of the Service. (3) If a member's ID is used fraudulently, the member must notify the Clinic immediately. (4) The Clinic does not sell or provide personally identifiable information to unrelated third parties without the prior consent of the member or user. However, voluntarily provided registration information may be used in the following cases: a. Providing developers with information needed to develop new features, content, or services beneficial to members b. Providing advertisers with statistical information about the user base (never revealing the identity of individual members) c. Use by the Clinic to deliver advertising or services aligned with member preferences (5) Personally identifiable information (user name, ID, email, etc.) may be voluntarily disclosed in communication spaces such as message boards. In such cases, disclosed information may be collected, associated, and used by third parties, who may send unsolicited messages. The Clinic cannot control such third-party conduct, and therefore makes no guarantee regarding the discoverability of member information through means beyond its control. (6) The Clinic may use cookies for the convenience of Service use. A cookie is a small text file used by websites to identify returning users and to support continued access and personalization. Cookies are issued in a way that is meaningful only to the issuing site and do not invade or harm the user's system. The Clinic cannot prevent advertisers or related third parties from using cookies. Members may set their browser to control cookie acceptance, although some Service features (especially personalization) may require cookies to function. (7) The Clinic may share member information mutually between the Service and its business partners.

Chapter 6. Dispute Resolution

Article 1 (Dispute Resolution)

(1) Disputes regarding general matters of Service use, beyond what is specified in these Terms, shall be resolved through mutual agreement to the greatest extent possible. (2) Where a lawsuit is filed regarding any dispute arising from use of the Service, the court having jurisdiction over the location of the Company shall be the competent court.

These Terms are effective as of October 26, 2010.
